1. To produce an annual monitoring report on progress made toward the implementation of the strategy as related to young drivers, hard core drinking drivers and drivers with previous violations and crashes; and

2. To encourage and monitor novel driving initiatives that will create consistent and effective driver licensing systems for new drivers.
