CCMTA Safety Fitness Certificate Work
We are pleased to provide an update on the Safety Fitness Certificate (SFC) priority work at CCMTA.
As you know, the Council of Ministers Responsible for Transportation and Highway Safety (COMT) tasked CCMTA with analyzing the challenges with the current SFC model, particularly addressing the issue of carriers with problematic safety records that continue to operate across jurisdictions. CCMTA has completed its assessment, working with jurisdictional members and soliciting feedback from industry partners. The outcomes were presented to the COMT in February 2025, where the Council endorsed CCMTA’s recommendations.
To advance this work, the Compliance and Regulatory Affairs (CRA) Program Committee held an intensive two-day meeting in Ottawa in March. This meeting centred on key recommendations from CCMTA to the COMT, focusing on strengthening the carrier data exchange system in Canada and reviewing sections of the National Safety Code (NSC), specifically the safety fitness framework (NSC 7, 14 and 15).
CCMTA will report on the Safety Certificate work to the COMT in February 2026. We will continue to provide updates on our progress and opportunities for industry consultation as we work together to improve commercial vehicle safety in Canada.
